The City Manager, along with the City Clerk, is the Chief Administrative Officer of the City and manages the daily operations of the City. The City Manager also represents the City through participation in local, state, regional, and national boards and associations. 

The City Manager, along with the City Clerk, works to implement and administer to the policy directives of the elected City Council and to that end performs research and analysis, provides advice and information, and seeks to assist the City Council in the formation of official City programs and policies. 

Chapter 21 of the Denison, Iowa, Code of Ordinances covers the duties and responsibilities of the City Manager.

The City Clerk, along with the City Manager, is the Chief Administrative Officer of the City and manages the daily operations of the City. The City Clerk prepares and manages the City budget, prepares all annual financial reports and also represents the City in negotiations.  

The City Clerk promptly records each measure and transcribes the official minutes of all regular and special council meetings. When applicable on legal documents, the City Clerk indicates whether the Mayor signed a veto or took no action on the measure, and whether the measure was re-passed after the Mayor’s veto. The City Clerk publishes a summary of all ordinances, maintains all effective copies of ordinances and codes for the public’s use, and is the custodian of the City Seal. The City Clerk authenticates all measures, except motions, with her signature and certifies the timely manner of publication, if any. The Clerk’s certification is presumptive evidence of the facts stated therein. 

Chapter 18 of the Denison, Iowa, Code of Ordinances covers the duties and responsibilities of the City Clerk. Chapter 19 covers the duties and responsibilities of the City Treasurer.

The Deputy Clerk reviews payroll reports, maintains payroll deduction reports, prepares monthly reports for various departments, along with monthly, quarterly, and yearly reports for payroll. 

The Deputy Clerk also prepares and submits monthly, quarterly, and yearly reports to various state and federal agencies.  

The Deputy Clerk processes invoices and writes checks for payment of invoices, maintains City Hall’s petty cash fund, and files and processes worker’s compensation and liability claims.

The Deputy Clerk helps maintain the City’s website and social media accounts.

In the Clerk’s absence or inability to act, the Deputy Clerk has the authority to fulfill the duties and responsibilities of the City Clerk as defined in Chapter 18 of the Denison, Iowa, Code of Ordinances.

 

The Administrative Assistant receives funds paid for services and maintains records of same, as well as prepares the daily deposit. The Administrative Assistant also assists with payroll, accounts payable, and other accounting duties when needed.

The Administrative Assistant assists individuals with appointments, information, and notarization needs; receives, issues, and processes various applications, licenses, permits and other forms.

The Administrative Assistant helps maintain the City’s website and social media accounts; manages office supplies; and prepares letters, memorandums, requests for proposal, forms, and contracts. 

The Administrative Assistant provides support to the Building and Code Enforcement departments.
